The third stage of process evaluation assesses how plans are being enforced and if the activities being performed produce positive outcomes for the stakeholders. The fourth and last stage of product evaluation assesses the outcomes of the program and checks if initial goals have been fulfilled (Stufflebeam & Shinkfield, 2007).
